HB 870 Advances CPA Licensure Updates in House Subcommittee

HB 870, legislation to modernize Virginia’s CPA licensure statutes, passed a House General Laws subcommittee unanimously on Jan. 29, 2026. Patroned by Del. Stacey Carroll, CPA, the bill makes targeted, technical updates to existing law, including the creation of a CPA Emeritus status to recognize long-serving licensees while maintaining appropriate regulatory oversight. HB 870 also incorporates the substance of HB 228, patroned by Del. Joe McNamara, CPA, which was rolled into Carroll’s bill for consideration. Dels. Carroll and McNamara — both VSCPA members — are the only two CPAs currently serving in the Virginia General Assembly, bringing firsthand professional expertise to this issue.
