Letter to Congress Supporting Fiscal State of the Nation Act

Dear Congressman Wittman:   

On behalf of the nearly 12,000 members of the Virginia Society of CPAs (VSCPA), we write to express our support for H.R. 7026, the Fiscal State of the Nation Act, and respectfully request that you consider cosponsoring this important legislation. This bill represents a critical step toward ensuring that Congress has access to fair, balanced, and reliable information when making long-term fiscal decisions on behalf of the American people. 

A 2025 survey conducted by The Harris Poll on behalf of the AICPA found that Americans want Congress to have the best possible information when making significant fiscal decisions. Notably, 81 percent of respondents indicated support for an annual report to Congress from the U.S. Comptroller General on the nation’s audited financial statements, with 38 percent expressing strong support. H.R. 7026 directly advances this objective. 

The Fiscal State of the Nation Act would require a joint hearing of the House and Senate Committees on the Budget to receive an annual presentation from the Comptroller General of the United States on the audited financial statements of the executive branch. This straightforward proposal would help ensure that Members of Congress are equipped with fact-based, nonpartisan information on the nation’s fiscal condition — an essential need in today’s complex economic environment. 

Importantly, requiring the Comptroller General to present annually to a bipartisan, bicameral group of lawmakers will help focus attention on key elements of the consolidated financial statements, including financial performance and long-term sustainability measures. It will also enhance Congress’s understanding of audit results and any related findings. These requirements represent a meaningful step forward in strengthening federal financial accountability, transparency and informed policymaking.
