Dear Chairman Goodlatte:
On behalf of the 12,000 members of the Virginia Society of CPAs (VSCPA), and for the many employers and their employees in Virginia who travel for business, we are grateful for your support of H.R. 2315, the Mobile Workforce State Income Tax Simplification Act.
We would like to emphasize the importance of the bill’s momentum more than a year after its passage from committee. Because an identical bill passed on Suspension in the 112th Congress, we believe there is precedent for the bill to be taken up in the House. The public policy arguments in the legislation remain sound and the provisions contained therein are beneficial to businesses and employees alike. Furthermore, H.R. 2315 now has 174 bipartisan cosponsors, the most ever in this legislation’s history.
Given the strong bipartisan support of H.R. 2315, the precedent of its passage in the 112th Congress, and the short timeframe remaining in the 114th Congress, we respectfully request that you sever this bill from any entanglements currently preventing it from moving forward. We believe it would pass again overwhelmingly and that the Senate sponsors, Sens. John Thune and Sherrod Brown, would work quickly toward passage in the Senate.
Again, on behalf of the members of the VSCPA, we thank you for your continued support of H.R. 2315, and we respectfully urge you to move it to the House for passage as soon as Congress returns in September.
