Effective Jan. 1, the Virginia Department of Taxation (TAX) is no longer issuing state income tax refunds on prepaid debit cards. Taxpayers can choose to have their refunds issued via direct deposit into a bank account or as a check.
The debit cards had been an option since 2012, when the paper check option was eliminated. During the 2015 Virginia General Assembly Session, the VSCPA and other groups championed legislation to reinstate the paper check option. Many taxpayers reported problems in use of the debit cards and fees associated with their use.
Any tax refund debit card issued during the last three years with an outstanding balance is still valid. Those cards are issued by the Go Program, a Xerox subsidiary. Questions on the debit cards should be directed to the Go Program at (855) 409-0580.
