VSCPA 2008-2009 Legislative and Regulatory Agenda

In addition to its chief legislative charge to protect the CPA profession and designation in Virginia, the VSCPA will tackle the following legislative and regulatory agenda in the 2008-2009 year:

  • Advocate for automatic conformity of the tax code with a threshold fiscal impact exemption.
  • Advocate reducing the penalties on pass-through entity returns to conform to the federal tax code.
  • Advocate for financial literacy education, including a mandatory graduation requirement in Virginia high schools.
  • Represent the membership during the 2008-2009 legislative study to determine the benefits and fiscal impact of a single sales factor to apportion the income of multistate corporations for purposes of corporate income tax.
  • Support the continued independence and expertise of the Virginia Board of Accountancy.
  • Support and promote practice mobility among all states.
  • Oppose patents on tax advice and/or tax strategies.
